The ATtiny13 is programmed to output a random-generator-controlled pwm signal at PB0. [Which has actualy rectangle-waveform with 4Vpeak-peak]. With the help of the rc-filter (mainly R1, C6), the signal becomes sawtooth-similar (picture below).

The chip has an onboard 9.6MHz-oscillator, so the is no need of an external crystal and capacitors.
I like those microcontrollers... in the final jammer, the small SO8 smd package will be used

The rest of the circuit contains nothing new. A yellow LED is used to stabilise the pa´s power control voltage at 1.7V (optimal working point).

Bei hohen Leistungen im GHz-Bereich (Kommunikationssatelliten, Radar) werden gewöhnlich Wanderfeldröhren benutzt (im Netz findet man ne Menge dazu).
